
The International Maritime Organization (IMO) has adopted Resolution MEPC.346(78), issuing the 2022 Guidelines for the Development of a Ship Energy Efficiency Management Plan (SEEMP). These guidelines support compliance with MARPOL Annex VI and aim to improve the carbon intensity of international shipping.
Key SEEMP Updates
Three-Part SEEMP Framework
- Part I: Ship-specific energy efficiency measures for continuous improvement.
- Part II: Fuel oil consumption data collection methods aligned with IMO’s Data Collection System (DCS).
- Part III: Operational Carbon Intensity Plan (CII), requiring annual performance evaluation.
Strengthened Carbon Intensity Requirements
- Ships must calculate their Annual Operational CII and report it to their flag Administration.
- A three-year implementation plan is required for ships exceeding CII thresholds.
