
Regulation (EU) 2023/2405: Enabling Sustainable Air Transport
The European Commission has issued an updated list, dated 16 April 2025, of the national authorities tasked with enforcing the ReFuelEU Aviation Regulation (EU) 2023/2405. This legislation supports the EU’s Green Deal by mandating the use of Sustainable Aviation Fuels (SAFs) to ensure a level playing field in sustainable air transport.
Country-Level Oversight of Compliance
Each Member State is responsible for appointing competent authorities for three key stakeholder groups:
- Aviation Fuel Suppliers
- Aircraft Operators
- Union Airport Managing Bodies
For example, Austria assigns responsibilities to both the Federal Ministry for Innovation, Mobility and Infrastructure and Austro Control. However, assignments for certain entities remain under review in some countries, such as Belgium.

Published by the Directorate-General for Mobility and Transport, this document is a living reference, reflecting updates as Member States refine their enforcement structures. The list is crucial in guiding stakeholders towards transparent, harmonised compliance across the EU aviation sector.
