CII DOCUMENT UPDATES: 2022 GUIDELINES ON THE OPERATIONAL CARBON INTENSITYRATING OF SHIPS (CII RATING GUIDELINES, G4)

The International Maritime Organization (IMO) has adopted Resolution MEPC.354(78), updating the Guidelines on the Operational Carbon Intensity Rating of Ships (CII Rating Guidelines, G4). These guidelines define how ships are rated based on their carbon intensity performance under MARPOL Annex VI.

Key Aspects of the CII Rating System

Performance Rating Framework

  • Ships receive an annual CII rating from A (best) to E (worst) based on their attained carbon intensity indicator (CII).
  • Ratings are determined by comparing a ship’s CII with reference boundaries calculated from 2019 operational data.

Compliance and Enforcement

  • Ships rated D for three consecutive years or E for one year must submit a corrective action plan.
  • Administrations and Recognized Organizations (ROs) will oversee compliance verification.

Continuous Improvement Targets

  • The rating boundaries will become more stringent from 2023 to 2030, ensuring ships improve energy efficiency over time.

This framework incentivizes low-carbon operations, aligning with IMO’s GHG reduction strategy.
