A New Phase for ReFuelEU Aviation

EASA has published the ReFuelEU Aviation Annual Technical Report 2026, providing the first detailed picture of performance during 2025, the year when the main ReFuelEU Aviation obligations became applicable.

Unlike the previous report, which primarily examined the SAF market before the mandate took effect, the 2026 edition uses actual regulatory reporting from aircraft operators and aviation fuel suppliers. This makes the latest report an important shift from market preparation to measurable implementation.

SAF Supply Moves Beyond the Minimum

Aviation fuel suppliers reported 39.3 million tonnes of aviation fuel, including approximately 1.1 million tonnes of SAF. This represents 2.79 percent of reported supply, exceeding the 2 percent minimum SAF share applicable for 2025.

The geographical reach has also expanded significantly. SAF was supplied at 121 Union airports across all 27 EU Member States, compared with only 33 Union airports in 2024.

Strong Progress Reveals the Next Challenge

The positive insight is that the conversation is moving beyond whether SAF demand can be created. The new challenge is how that demand can become more diversified and resilient.

Around 80 percent of SAF supplied was produced from used cooking oil, while approximately 85 percent of feedstocks originated outside the EU. At the same time, SAF delivered approximately 3.77 million tonnes of CO2e savings during 2025.

Looking Towards 2030

EASA indicates that overall SAF production capacity could remain on track for the 6 percent target in 2030. Synthetic aviation fuels, however, remain at an earlier stage of development.

Conclusion

The 2026 report marks an important transition from regulatory preparation to evidence based implementation. For aviation stakeholders, the opportunity now is to use this growing dataset to strengthen SAF sourcing strategies, compliance planning and long term fuel decisions as ReFuelEU Aviation requirements progressively increase.
