The European Commission has updated its list of competent authorities responsible for enforcing ReFuelEU Aviation. The latest version is dated 18 September 2026, with changes highlighted in bold. The document identifies authorities responsible for aircraft operators, Union airport managing bodies, and aviation fuel suppliers across participating countries.

Germany Introduces Clearer Fuel Supplier Responsibilities
One of the most notable changes appears in Germany. Responsibility concerning legal interpretation and national implementation for aviation fuel suppliers is assigned to the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety. Enforcement responsibility for aviation fuel suppliers is separately assigned to the Main Customs Office Frankfurt Oder.
This separation creates a clearer distinction between regulatory interpretation and enforcement.

Spain now reflects the Ministry for the Ecological Transition and the Demographic Challenge for aviation fuel suppliers. Finland includes updated Energy Authority contact information.
Malta also shows revised contact details for Transport Malta Civil Aviation Directorate, giving regulated entities more direct channels for ReFuelEU Aviation communication.
Slovenia records an institutional change for aviation fuel supplier oversight, now referring to the Ministry of the Environment and Spatial Planning. The document also continues to note that some final authority decisions remain pending confirmation by regulation.
