European Commission Refreshes Supplier Scope
The European Commission has updated its List of aviation fuel suppliers in scope of ReFuelEU Aviation for the 2026 reporting period. Originally published on 23 April 2026, the document was most recently updated on 18 September 2026, with changes clearly highlighted in bold.
The update provides an important indication of how the practical compliance landscape is evolving as authorities refine which aviation fuel suppliers fall within the ReFuelEU Aviation framework.
What Has Changed
Compared with the previous version, several supplier entries have been added or removed.
In Italy, Italia Trasporto Aereo S.P.A. has been added to the list.
In Malta, Alkagesta Ltd. now appears as an aviation fuel supplier, with the document noting that aviation fuel is supplied in Belgium and Germany.
Sweden also sees the addition of ST1 Sverige AB.
At the same time, the Hungarian entry for the overseas branch of BP Europa SE has been removed. In Switzerland, entries for BP Europa SE and Enilive Suisse S.A. have also been removed from the current list.
More Than a Simple List Update
The interesting point is that these changes demonstrate how ReFuelEU compliance boundaries can evolve even within the same reporting period.
For fuel suppliers, airlines, airports and compliance teams, maintaining an accurate supplier mapping is therefore becoming increasingly important. A supplier relationship considered relevant earlier in the year may require reassessment when competent authorities provide updated information.
The Commission also clarifies that inclusion in the list does not automatically determine legal responsibility. Each supplier remains responsible for independently assessing whether it falls within the regulation.

The September update highlights a broader compliance lesson. ReFuelEU Aviation should increasingly be treated as a continuously monitored operational framework rather than an annual reporting exercise.
