Updated Operator List Published for 2026
The European Commission has updated its List of aircraft operators in scope of ReFuelEU Aviation for the 2026 reporting period. The document was originally published on 23 April 2026 and was last updated on 18 September 2026. Changes introduced through the latest revision are highlighted in bold.
The list supports the implementation of Articles 2.4 and 3.3 of ReFuelEU Aviation and identifies operators associated with different administering Member States.
What Has Changed From the Previous Version
The main change is not a redesign of the reporting structure. Instead, the September update refines the operator population covered by the 2026 list.
Several entries throughout the document are highlighted in bold to show changes compared with the version originally published in April. Updated entries appear across countries including Austria, Germany, Denmark, Italy and other administering states.
The document continues to provide three important pieces of information for each operator:
CRCO Identification Number
The identification number provides a consistent regulatory reference for each listed operator.
Aircraft Operator Name
Operator names help organisations confirm whether their legal operating entity appears in the current reporting population.
State of the Operator
The list also identifies the State associated with each operator, while operators are organised according to the relevant administering country.
A Small Update With Important Compliance Value
The non obvious value of this update is that operator lists should not be treated as static reference documents.
Changes during the reporting period can affect internal compliance mapping, responsibility allocation and regulatory planning. Operators should therefore check the latest published version rather than relying solely on the April release.
The Commission also notes that inclusion in the list does not automatically determine whether every obligation applies. Operators remain responsible for independently assessing their obligations under ReFuelEU Aviation.
