The European Commission has released an updated directory of competent authorities designated by each Member State to enforce Regulation (EU) 2023/2405, widely known as ReFuelEU Aviation. This legislation is central to the EU’s broader decarbonisation agenda, promoting a structured uptake of Sustainable Aviation Fuels (SAF) across European aviation.
Designated Authorities by Sector
The document categorises enforcement responsibilities into three key areas:
- Aviation Fuel Suppliers
- Aircraft Operators
- Union Airport Managing Bodies
For example, Germany has assigned responsibilities to three different ministries, each overseeing distinct areas within the SAF compliance landscape.
Status Across Member States
While most Member States have provided detailed contact points, a few are still in the process of finalising their competent authorities. These entries are marked as “under decision,” indicating that national-level alignment is still underway.

With compliance deadlines approaching, this list provides much-needed clarity to aviation stakeholders—facilitating smoother communication, timely reporting, and robust verification of SAF usage.
