IMO DOCUMENT UPDATES: GUIDANCE FOR SUBMISSION OF DATA TO THE IMO DATA COLLECTION SYSTEM OF FUEL OIL CONSUMPTION OF SHIPS FROM A STATE NOT PARTY TO MARPOL ANNEX VI

The International Maritime Organization (IMO) has released MEPC.1/Circ.871/Rev.1, providing guidance for submitting fuel oil consumption data from ships registered under non-Party States to MARPOL Annex VI. This initiative aims to enhance transparency and global participation in emissions monitoring.

Key Provisions

Voluntary Data Submission

  • Ships of 5,000 GT and above, registered under a non-Party State, may submit their fuel oil consumption data to the IMO Data Collection System (DCS).
  • Data must comply with MARPOL Annex VI regulations 27 and 28 and be verified before submission.

Role of Recognized Organizations

  • Authorized organizations can verify and submit data on behalf of ships.
  • Data must follow standardized formats outlined in the 2022 SEEMP Guidelines.

By encouraging non-Party participation, the guidance supports a more comprehensive global emissions inventory and aligns with IMO’s efforts to reduce greenhouse gas emissions from international shipping.
