IMO DOCUMENT UPDATES: 2022 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP)

The International Maritime Organization (IMO) has adopted Resolution MEPC.346(78), issuing the 2022 Guidelines for the Development of a Ship Energy Efficiency Management Plan (SEEMP). These guidelines support compliance with MARPOL Annex VI and aim to improve the carbon intensity of international shipping.

Key SEEMP Updates

Three-Part SEEMP Framework

  1. Part I: Ship-specific energy efficiency measures for continuous improvement.
  2. Part II: Fuel oil consumption data collection methods aligned with IMO’s Data Collection System (DCS).
  3. Part III: Operational Carbon Intensity Plan (CII), requiring annual performance evaluation.

Strengthened Carbon Intensity Requirements

  • Ships must calculate their Annual Operational CII and report it to their flag Administration.
  • A three-year implementation plan is required for ships exceeding CII thresholds.

Impact on the Maritime Industry

These guidelines push for data-driven efficiency improvements, ensuring ships take actionable steps to reduce emissions and comply with IMO decarbonization targets.
