ICAO Strengthens Sustainability Certification Requirements under CORSIA (Fourth Edition): June 2025 Update

Introduction to the Update

In June 2025, the International Civil Aviation Organization (ICAO) released the 4th edition of its Eligibility Framework and Requirements for Sustainability Certification Schemes (SCS) under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The revised document introduces stricter oversight mechanisms to enhance credibility, transparency, and traceability within aviation fuel supply chains.

Expanded Governance for Sustainability Certification Schemes

The updated framework mandates that SCSs maintain detailed documentation, including system controls and audit records, for a minimum of 10 years. SCSs must also carry out periodic reviews of their certification programmes and respond to changes in ICAO requirements or complaints from stakeholders.

Stronger Demands on Economic Operators

Economic operators ranging from feedstock producers to blending facilities must now maintain auditable documentation systems, retain records for at least five years, and disclose certification histories across multiple schemes. They are also responsible for demonstrating compliance with CORSIA sustainability criteria, traceability of feedstocks, and accurate lifecycle emissions calculations.

Enhanced Traceability and Mass Balance Systems

Operators must implement site-level mass balance systems that track sustainability characteristics across supply chains. A reporting window of no more than three months is enforced to maintain balance, and surplus credits can only roll over if equivalent physical stock exists.

Certification Bodies and Auditor Requirements

Certification bodies must comply with ISO 17065, perform on-site initial audits, and conduct annual follow-ups. Remote audits are conditionally allowed, subject to stringent verification protocols. Auditors must meet CORSIA-specific competency standards, including familiarity with ICAO fuel documentation and lifecycle assessment methodologies.
