
The European Commission has introduced Delegated Regulation (EU) 2023/2849, supplementing Regulation (EU) 2015/757, to enhance the reporting and submission of aggregated greenhouse gas (GHG) emissions data at the company level in maritime transport. This regulation is a crucial step in aligning the sector with the EU Emissions Trading System (EU ETS).
Key Provisions
Standardized Reporting Requirements
- Companies must submit aggregated emissions data for all ships under their responsibility.
- Reported data must include company identification details, ship information, verifier credentials, and emissions breakdown by GHG type.
Oversight and Verification
- If a company fails to submit emissions data by the deadline, the administering authority will generate a conservative emissions estimate.
- Non-compliant or unverified data may also trigger regulatory intervention and corrective measures.
Impact on Shipping Companies
Effective January 1, 2024, the regulation improves transparency, standardizes data submission, and strengthens enforcement within the EU ETS framework.
