A Significant Step Forward for Global Aviation Climate Action
The latest ICAO update to the CORSIA States for Chapter 3 State Pairs, published in July 2026, marks one of the most important developments in the evolution of the Carbon Offsetting and Reduction Scheme for International Aviation. Rather than simply adding more participating States, this edition strengthens the global reach of CORSIA by bringing several major aviation markets into the framework from 1 January 2027.
What Has Changed
The previous edition mainly reflected voluntary participation updates, including the addition of Dominica and Viet Nam and the withdrawal of Mauritius for 2026.
The seventh edition introduces a far more impactful change. Brazil, China, India and the Russian Federation have now been included under the provisions of Chapter 3, reflecting the application of the relevant Annex 16 provisions for the 2027 implementation period.
As a result, the total number of participating States increases to 134 from 1 January 2027, significantly expanding the number of international route pairs covered by CORSIA.
Why This Matters
This update is more than a routine revision. The inclusion of several of the worlds largest aviation markets means that CORSIA will now cover a much broader share of international air traffic.
For airlines, this creates a stronger need to review route level applicability, emissions monitoring, compliance planning, and eligible offset procurement. Organisations operating across multiple jurisdictions should reassess their reporting obligations well before the 2027 compliance period begins.

The latest ICAO update demonstrates that CORSIA is steadily evolving into a truly global market based climate measure. With more States now covered, airlines have greater certainty about future compliance expectations while regulators move closer to a more harmonised international framework.
