
The European Commission has published its final report on the production and supply of Sustainable Aviation Fuels (SAF) in Union airports and the feasibility of a SAF tradability system within the EU. This study supports the implementation of the ReFuelEU Aviation Regulation (EU) 2023/2405, which mandates a gradual increase in SAF usage from 2025 to 2050.
Key findings highlight that SAF currently accounts for less than 0.1% of aviation fuel consumption in the EU, with production capacity concentrated primarily in Western Europe. While capacity is projected to reach 1 million tonnes (Mt) by 2026, achieving the 6% SAF mandate by 2030 will require further investment and policy support.
The report also assesses the SAF flexibility mechanism, which allows fuel suppliers to meet SAF targets across multiple airports rather than at each individual location. Additionally, it explores improvements in SAF accounting mechanisms, particularly in relation to EU ETS compliance and book-and-claim approaches, to enhance transparency and market efficiency.
