Scope and Compliance
This regulation applies to ships above 5,000 gross tonnage engaged in commercial activities, including cargo and passenger transport. However, it excludes warships, fishing vessels, and non-commercial government ships. The MRV system mandates that operators monitor and report CO₂ emissions for voyages within, to, and from EU ports.
Monitoring and Reporting Requirements
Shipping companies must develop a monitoring plan detailing fuel consumption, emission factors, and cargo data. They must submit verified annual emission reports to the European Commission and flag states. Compliance is ensured through independent verification and the issuance of a document of compliance for each vessel.
