The European Commission’s EU ETS Compliance Forum Training, held on October 11 and 17, 2024, introduced significant updates to the EU Emissions Trading System (EU ETS) for the forthcoming year. These training events aimed to inform competent authorities, accreditation bodies, and verifiers about new Monitoring, Reporting, and Verification (MRV) rules across aviation, maritime, and additional sectors.
Key highlights included the expansion of MRV regulations for the second phase of EU ETS (ETS2), covering buildings, road transport, and municipal waste incineration installations. Noteworthy updates for aviation focused on monitoring non-CO2 effects, refined rules for biofuels, and eligibility criteria for sustainable aviation fuels under Article 3c(6) of the EU ETS Directive. For maritime transport, the phased inclusion of emissions reflects Europe’s commitment to reducing carbon footprints across all sectors.
Additionally, the “zero-rating” provisions, allowing for CO2 emissions deductions from certified sustainable fuels, have been extended to Renewable Fuels of Non-Biological Origin (RFNBOs) and Synthetic Low Carbon Fuels (SLCFs). Verification updates now permit virtual site visits in aviation, enhancing operational flexibility while maintaining compliance rigour.
A significant focus of the training was to equip stakeholders with updated templates, such as the AER (Annual Emissions Report) and monitoring plans, reflecting revised MRV rules. Attendees also explored methodologies for calculating GHG emissions savings under RED II certification and integrating compliance with the Union Database (UDB).
This collaborative approach signals the EU’s commitment to strengthening its emissions reduction framework while supporting innovation and transparency across industries under the EU ETS.
