CII DOCUMENT UPDATES: 2021 GUIDELINES ON THE REFERENCE LINES FOR USE WITH OPERATIONAL CARBON INTENSITY INDICATORS (CII REFERENCE LINES GUIDELINES, G2)

The International Maritime Organization (IMO) has adopted Resolution MEPC.337(76), issuing revised guidelines for the Energy Efficiency Existing Ship Index (EEXI). These guidelines align with MARPOL Annex VI regulations, reinforcing carbon intensity reduction in the shipping industry.

Key Aspects of the Revised EEXI Guidelines

Compliance and Verification

  • Ships of 400 gross tonnage (GT) and above must calculate their attained EEXI to demonstrate compliance.
  • Verification is required during the first survey after January 1, 2023.

Energy Efficiency Measures

  • EEXI compliance may require technical modifications, such as engine power limitation (EPL) or shaft power limitation (ShaPoLi).
  • The Ship Energy Efficiency Management Plan (SEEMP) must include EEXI compliance strategies.

Regulatory Oversight

  • Flag States and recognized organizations (ROs) will oversee EEXI verification and certification.
  • Non-compliant ships may face operational restrictions under MARPOL Annex VI.

Impact on the Maritime Industry

The EEXI framework ensures that existing ships improve energy efficiency, supporting IMO’s GHG reduction strategy for decarbonizing global shipping.
