The International Maritime Organization (IMO) has adopted Resolution MEPC.338(76), establishing guidelines on carbon intensity reduction factors for international shipping. These guidelines align with MARPOL Annex VI and support the Energy Efficiency Existing Ship Index (EEXI) and Carbon Intensity Indicator (CII) frameworks.
Key Provisions
Carbon Intensity Reduction Targets
- The guidelines define annual reduction factors for carbon intensity, guiding ships toward IMO’s 2030 and 2050 GHG reduction goals.
- Reduction factors are applied to the Required Annual Operational CII for ships of 5,000 gross tonnage (GT) and above.
Compliance and Enforcement
- Ships must improve their CII rating annually to meet regulatory benchmarks.
- Administrations and Recognized Organizations (ROs) will verify compliance through Statements of Compliance and CII reporting.
Performance Improvement Strategies
- Operators are encouraged to adopt energy efficiency measures, including speed optimization, voyage planning, and alternative fuels.
Impact on the Maritime Industry
These guidelines drive emissions reductions and ensure global shipping transitions toward low-carbon operations.
