EU MRV MARITIME DOCUMENT UPDATES: COMMISSION DELEGATED REGULATION (EU) 2023/2776of 12 October 2023

The European Commission has introduced Delegated Regulation (EU) 2023/2776, which amends Regulation (EU) 2015/757 to enhance the monitoring, reporting, and verification of greenhouse gas (GHG) emissions from maritime transport. These updates support the sector’s integration into the EU Emissions Trading System (EU ETS) and improve data accuracy.

Key Amendments

Inclusion of Additional GHGs

The regulation expands the scope of emissions monitoring to include methane (CH4) and nitrous oxide (N2O), requiring revised calculation methods for more comprehensive reporting.

Updated Monitoring and Reporting Framework

  • Revised Annex I: Introduces new formulas and monitoring methods for fuel consumption and GHG emissions.
  • New Data Control Requirements: Companies must establish procedures for data flow management and control to ensure compliance.
  • Annual Reporting Adjustments: The methodology now incorporates CO₂-equivalent values for energy efficiency indicators.

Impact on Maritime Operators

Effective January 1, 2024, the regulation requires shipping companies to enhance data accuracy, manage missing data more efficiently, and ensure compliance with stricter EU ETS obligations.
