
The European Commission has introduced Implementing Regulation (EU) 2023/2449, refining the application of Regulation (EU) 2015/757 on greenhouse gas (GHG) emissions monitoring from maritime transport. This update aligns with the EU Emissions Trading System (EU ETS) and introduces new reporting requirements.
Key Changes in Monitoring and Reporting
The regulation mandates standardized electronic templates in Thetis MRV, an automated EU information system managed by the European Maritime Safety Agency (EMSA). Key updates include:
- Expanded Scope: Emissions reporting now includes methane (CH4) and nitrous oxide (N2O).
- Company-Level Reports: Aggregated emissions data submission by companies starts in 2025.
- Digital Compliance: Monitoring plans, emissions reports, and compliance documents must be submitted electronically.
Impact on Maritime Operators
With these changes taking effect from January 1, 2024, shipping companies must ensure compliance by updating their reporting processes. The shift towards automated, standardized reporting enhances transparency and efficiency in monitoring maritime emissions.
