FuelEU MARITIME  DOCUMENTS UPDATE: 2023 IMO STRATEGY ON REDUCTION OF GHG EMISSIONS FROM SHIPS( ANNEX 15 RESOLUTION MEPC.377(80))

The Marine Environment Protection Committee (MEPC) adopted the 2023 IMO Strategy on Reduction of Greenhouse Gas (GHG) Emissions from Ships (MEPC.377(80)) to accelerate global maritime decarbonization. This strategy revises the 2018 Initial IMO GHG Strategy, aligning shipping emissions with the Paris Agreement and the United Nations Sustainable Development Goals (SDGs).

Key Objectives and Targets

The strategy aims to phase out GHG emissions from international shipping by 2050, with interim targets including:

  • 40% reduction in carbon intensity by 2030 (compared to 2008 levels).
  • Uptake of zero-emission fuels to reach 5-10% by 2030.
  • 70-80% reduction in total GHG emissions by 2040.

Implementation and Support

The strategy includes short-, mid-, and long-term measures such as fuel standards, carbon pricing, and operational efficiency improvements. It also prioritizes capacity-building for developing countries, particularly Small Island Developing States (SIDS) and Least Developed Countries (LDCs).
