FuelEU MARITIME  DOCUMENTS UPDATE: COMMISSION DELEGATED REGULATION (EU) 2025/192of 9 September 2024

The Commission Delegated Regulation (EU) 2025/192 establishes procedures for accrediting verifiers responsible for monitoring renewable and low-carbon fuels in maritime transport. It supports Regulation (EU) 2023/1805, ensuring compliance with the EU’s FuelEU Maritime initiative and Directive 2009/16/EC on port state control.

Accreditation Requirements

National accreditation bodies will oversee the assessment, accreditation, and surveillance of verifiers. Accredited verifiers must:

  • Evaluate monitoring plans and verify FuelEU reports.
  • Assess compliance with greenhouse gas (GHG) intensity targets.
  • Issue FuelEU documents of compliance for shipping companies.

Verification Process and Compliance

Verifiers must meet strict competence, impartiality, and independence standards. Annual surveillance audits will ensure continued compliance, and accreditation can be suspended or withdrawn if non-conformities arise.
