
Strengthening Verification for Emissions Reduction Claims
The Committee on Aviation Environmental Protection (CAEP) has released supplementary guidance aimed at supporting verification bodies in assessing emissions reduction claims from CORSIA Eligible Fuels (CEFs). Endorsed at CAEP/13 in February 2025, the guidance aligns with the second edition of Annex 16 – Volume IV, applicable from 1 January 2024.
Clarifying the Verification Process
A Six-Step Methodology for CEF Verification
The guidance outlines a structured six-step process to ensure that claims made by aeroplane operators are verifiable and traceable. Key elements include:
- Proof of Sustainability (PoS) and Proof of Compliance (PoC) from certified entities
- Traceability across the fuel supply chain up to the blending point
- Monitoring and Reporting through ICAO’s CEF reporting templates
- Verification of Delivery and Use to prevent double claiming
Verification bodies are expected to evaluate documentation rigorously and adjust sample sizes based on risk assessments.
Promoting Consistency and Integrity
By enhancing procedural clarity and enforcing stricter documentation standards, ICAO aims to strengthen trust in CORSIA’s offsetting system. These updates help ensure that emissions reductions associated with sustainable aviation fuels are credible, traceable, and aligned with international sustainability criteria.
