A New Phase in Global Aviation Climate Strategy
The International Civil Aviation Organization (ICAO) has released the 6th edition of its CORSIA States for Chapter 3 State Pairs list, confirming that 130 countries will participate in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) starting 1 January 2026. This move marks a significant step forward in aligning international aviation with global climate objectives.
CORSIA’s Evolution and Global Uptake
CORSIA, codified in Annex 16, Volume IV of ICAO’s environmental framework, is designed to cap net CO₂ emissions from international flights at 2020 levels using market-based offsetting. Since its inception, the list of participating countries has steadily grown. The latest update includes Dominica and Viet Nam, while Mauritius has opted to withdraw, effective 2026.
A Broad Spectrum of Global Participants
The diversity of the participating states—ranging from major economies to small island nations- reflects a growing global consensus on aviation-related climate responsibility. The 130 confirmed states include key aviation hubs as well as climate-vulnerable nations, suggesting both ambition and trust in the scheme’s fairness and adaptability.
