The European Commission recently published the updated List of Competent Authorities of Member States responsible for enforcing ReFuelEU Aviation regulations. This 2025 update, issued on January 8, reflects the evolving framework aimed at ensuring compliance with Regulation (EU) 2023/2405, which promotes sustainable aviation practices and creates a level playing field across the EU.
Highlights of the Update:
- Centralized Oversight: Each Member State designates specific national authorities to oversee aviation fuel suppliers, aircraft operators, and airport managing bodies. These bodies are critical in monitoring adherence to sustainability targets outlined in the regulation.
- Expanded Transparency: Authorities such as Austria’s Federal Ministry for Climate Action and the Swedish Transport Agency are now explicitly listed with updated responsibilities and contact information. Meanwhile, several Member States continue to finalize their delegations for certain responsibilities.
- Pending Determinations: Not all Member States have concluded decisions on some authorities. For example, Cyprus and Ireland are still in the process of confirming responsibilities for aviation fuel suppliers.
Importance of Competent Authorities
Competent authorities play a pivotal role in achieving the EU’s sustainability goals by facilitating compliance and enforcing penalties where necessary. They act as liaisons between the European Commission and the regulated entities.
This update underscores the EU’s commitment to accountability and transparency in driving sustainable aviation fuel adoption. Stakeholders are encouraged to review the updated list and engage with their respective national authorities for guidance.
