EU ETS DOCUMENTS UPDATE: Implementing Regulation (EU) 2024/2493

The European Commission has introduced Implementing Regulation (EU) 2024/2493, which amends Regulation (EU) 2018/2066. Effective from 1 January 2025, this update strengthens greenhouse gas (GHG) monitoring and reporting to align with the EU’s climate goals, including reducing net emissions by 55% by 2030, as outlined in Directive 2003/87/EC.

Key Updates

  1. Inclusion of Advanced Fuels:
    The regulation incorporates renewable fuels of non-biological origin (RFNBOs), recycled carbon fuels (RCFs), and synthetic low-carbon fuels. Operators must report emissions from both zero-rated and non-zero-rated fractions of these fuels to ensure compliance with sustainability and GHG savings criteria.
  2. Expanded Scope of Emissions:
    The updated framework includes non-CO2 aviation effects, CO2 transport by non-pipeline modes, and emissions from buildings, road transport, and non-EU ETS industries. It introduces a holistic monitoring approach for CO2-equivalent (CO2e) impacts across sectors.
  3. Improved Data Accuracy:
    Operators must ensure data completeness by monitoring emissions from all stationary installations and emission sources. Continuous sampling is now required for precise annual reporting.
  4. Union Database Integration:
    A Union Database will track fuel transactions and provide proof of sustainability. This system aims to streamline administrative processes while reducing the risk of data inaccuracies.

By expanding the scope of GHG monitoring and integrating innovative fuel types, the amendment reinforces the EU’s leadership in global climate action and positions Europe as a pioneer in sustainable practices.
